Allegheny County Treatment Alternative (ACTA) is a 50-bed male facility that offers Pennsylvania licensed inpatient drug & alcohol treatment, case management, employment and family services.

Prison Rape Elimination Act
The Prison Rape Elimination Act (PREA) Is an Act passed by Congress in 2003 to establish national standards for detection, prevention, and reduction of sexual assault in confinement facilities. It Is the policy of THE PROGRAM for Offenders, Inc. to provide a safe, secure environment for residents, including the right to be free from all forms of sexual abuse and sexual misconduct. THE PROGRAM has a zero-tolerance policy for resident-on-resident sexual abuse, staff sexual misconduct and sexual harassment. THE PROGRAM takes all allegations of sexual abuse/sexual misconduct seriously and will promptly report and investigate all allegations.
